Is there a way to clone a Dashboard on Emoncms.org ?
And on a local server ?

Yes, just click the clone icon on the dashboard list page:

It is possible to migrate all Emoncms data (inputs, feeds, dashboard, multigraph) using the Emoncms backup / import module that is pre installed on emonPi / emonSD pre-built SD card. It’s not currently possible to migrate dashboards to/from emocncms.org
