Octopus agile not showing up as an app?

Hi all, I used the available pre-built image from the GitHub here
but when I go to install octopus agile in emonCMS, no development apps are available, is this a limitation of the prebuilt image?

What exactly are you doing?

Click on Apps then new in the UI.
