Since the discourse changes made here, my mobile view is now working fine, it’s not pulling the desktop site, and is well proportioned.

One side effect from adding HTTPS was that during the process I had the rebuild the docker image for discourse, which pulled in all the latest Discourse updates. For the record, we are currently running v1.6.0.beta2 +102.
Has not helped Win 10 in touch mode I’m afraid.
