I have received the following in an email from the IET:
"With the increase in electric vehicle (EV) uptake, we’re calling for a standardised approach for EV charging equipment dealing with faults on the public low voltage distribution network.
We have published a new standard to tackle this, known as Open combined protective and neutral (PEN) conductor detection devices (OPDDs), IET 01:2024. It outlines the protection mechanisms for EV charging equipment in case faults occur - such as dangerous voltages on metalwork which could present a risk of shock - known as an open ‘PEN’ fault.
BS 7671 contains requirements for how EV charging equipment needs to operate when a fault occurs in the public low voltage supply network, however not all manufacturers achieve this in the same way. IET 01 aims to provide designers and installers with the confidence that equipment specified in accordance with IET 01 will provide the necessary methods of protection and operation where an open PEN fault occurs.

About the Standard
This Standard (IET 01) includes definitions, requirements and tests for open PEN detection devices (OPDDs). During a protective earth neutral (PEN) fault, hazardous touch-voltages may occur at exposed-conductive-parts, including metallic parts of an EV, connected to the supply PEN conductor by installation and equipment protective conductors.
IET 01 specifies how EV charging equipment can reduce the risk of electric shock, the method being to electrically disconnect the EV, when on charge, from the live conductors of the supply and from the protective earth under specified conditions indicative of an open-circuit fault in the PEN conductor of the low voltage network.

Who the Standard is for
IET 01 is primarily intended for use by manufacturers of EV charging equipment and all those involved in the installation of domestic EV charging equipment and associated products, including, but not limited to, manufacturers, designers, installers, developers and operators. It will also be useful to architects, construction firms, facility and estate managers, and anyone investing in, or responsible for, the electrical safety of EV charging equipment and products.
