Auto mode always sending hot water in summer

Hello, I have a Samsung heat pump with an MWR-WW10N controller, and the cooling/heating is managed via fan coils. When set to heating mode, the heat pump supplies hot water to the fan coils. When set to cooling mode, it supplies cold water. So far, everything works fine.

The issue I am experiencing is that when I switch to auto mode, the heat pump always sends hot water—even in the summer when both indoor and outdoor temperatures are high. Why is that? Is there a specific FSV I should adjust?

I have double-checked the settings: for all of them, I set the default value, except for 2041 and 2081, which I set to 2 (FCUs) because I have fan coils. However, I still get hot water in summer when the system is in Auto mode.
