Is it possible to automatically monitor feed update times so that I can be alerted to feeds that stop updating?

yes, you can get the timevalue.json from emoncms. Click on the "feed api help " in the right top corner of your feeds page (on your emoncms). specify your apikey and the id of the feed you want to check.
