If you’re referring to a computer other than a Raspberry Pi, no.
emonSD is intended specifically for the Raspberry Pi.

You can, however, install a copy of EmonCMS on a desktop e.g. x86 or x64 machine that runs Linux.
If you run Windows, you can install and run a WAMP server that emonCMS can run on.
