Can I use it with Arduino IDE, or should I use Platformio?.

Arduino is my preferred development environment.

Neither. It was published in this forum only 5 days ago. Update to 3-Phase PLL sketch
It was developed and tested exclusively using the Arduino IDE and NotePad++ as the editor. I don’t support platformio for reasons that I’ve gone into many times here.
