live-neutral measure 130 volt, live-live 220 v , 60 hz
what is the perfect setup, should I get 3 emonTx and 3 US AC-AC adapter?

Yes, the “perfect” set-up will be 3 × emonTx, one for each phase.
However, even though your line - neutral voltage is only 6% above the nominal input voltage of the US a.c. adapter, I cannot be certain that it will both be safe and operate correctly, i.e. give an undistorted sample of the supply waveform, with that degree of over-voltage. I will try to find out for you.
